Personal Protective Equipment (PPE) Directive – 89/686/EEC as amended

 

The Directive applies to any device or appliance designed to be worn or held by an individual for protection against one or more health and safety hazards (as defined in the Directive).

 

Coverage

This is wide and includes, for example, gloves, protective clothing, footwear, sunglasses, helmets and respiratory protective devices.

 

PPE of “Simple Design”

 

Examples: Sunglasses, industrial waterproof, oven gloves, catering aprons…etc

PPE of “Simple Design” requires only manufacturers self certification.

 

PPE of “Intermediate Design”

 

Examples: Buoyancy aids and lifejackets & swimming aids, high visibility clothing, eye protectors, hearing protectors, welding aprons…etc

For PPE of “Intermediate Design”, the involvement of a third party is required. Such third parties have to be based in an EU member state, approved and “notified” to the EC Commission (Notified Body).

 

PPE of “Complex Design”

 

Examples: Protective clothing against dangerous chemicals and ionizing radiation, diving apparatus, insulating gloves against electrical risks…etc

For PPE of “Complex Design”, the involvement of a third party is required. Such third parties have to be based in a EU member state, approved and “notified” to the EC Commission (Notified Body).

 

 

An example of PPE – Buoyant aids (corresponding safety standards EN 13138)

 

Buoyant aids are considered to be PPE of “Intermediate Design”, and therefore they should be tested to EN 13138 through a Notified Body.

 

EN 13138 Part 1 – Buoyant aids for swimming instruction – Safety requirements and test methods for buoyant aids to be worn

Scope: EN 13138-1 deals with buoyant swimming aid intended to be worn and to introduce the active wearer to the range of swimming strokes.

e.g. Arm Band, Swimming Ring, Swim Vest, Swimming Backpack, Swimming Collar…… 

 

EN 13138 Part 2 - Buoyant aids for swimming instruction – Safety requirements and test methods for buoyant aids to be held 

Scope: EN 13138-2 deals with buoyant aid intended to be held and to assist with improving specific elements of a swimming stroke.

e.g. Swimming boards that are held either in the hands, between the legs or by the body……

 

EN 13138 Part 3 – Buoyant aids for swimming instruction – Buoyant aids to be worn, swim seats - Safety requirements and test methods

Scope: EN 13138-3 deals with swim seats as devices to assist children up to 36 months in their first attempts to learn to swim i.e. to get familiar with the ‘in-water-environment” and moving through it. The child sits inside the seat, the seat provides buoyancy and lateral support to keep the child’s head above water level.

The standard covers devices intended to assist and offer some protection to the user (young children) in the early stages of water

awareness as first step of the process to learn to swim. In other words, it covers buoyant swimming aid intended to be worn and to introduce the wearer to movement through the water. The aid will keep the passive wearer in such a position that the base of the chin is at or above the surface of the water.

 

Remark: Arm band, swim seat, for example, are PPE and should not be regarded as Aquatic Toys and thus should not be tested to EN 71 (Toy Directive 88/378/EEC). The appropriate safety standards should be EN 13138. EN 71 only covers aquatic toys such as animal-shaped inflatable toys, toy swimming-bed…etc.

Note 1: Generally the date of cessation of presumption of conformity will be the date of withdrawal (“dow”), set by the European Standardisation Organisation, but attention of users of these standards is drawn to the fact that in certain exceptional cases this can be otherwise.

Note 2.1: The new (or amended) standard has the same scope as the superseded standard. On the date stated, the superseded standard ceases to give presumption of conformity with the essential requirements of the directive.

Note 3: In case of amendments, the referenced standard is EN CCCCC:YYYY, its previous amendments, if any, and the new, quoted amendment. The superseded standard (column 4) therefore consists of EN CCCCC:YYYY and its previous amendments, if any, but without the new quoted amendment.  On the date stated, the superseded standard ceases to give presumption of conformity with the essential requirements of the directive.

Note 4: The presumption of conformity given by EN 420:2003 with regard to the BHSR 1.2.1.1 and concerning the content of Cr(VI) of the glove materials is subjected to the detection limit of the test method for Cr(VI) to be 3 mg/kg or lower.

Note 5: Clause 6.4 last sentence and clause 7.4 last sentence of EN 13274-7:2002 does not provide for presumption of conformity in respect of Basic Health and Safety Requirements of Directive 89/686/EEC.
